A program that effectively communicates its population served, services provided, evaluation methodology and accessibility strategy makes a statement about all involved in its development. Similarly, one that does not effectively communicate these components also makes a statement. |

| Policies are plans of action for tackling business issues. Generally, a policy is initiated to induce change or to bring about order. In most instances, the implementation of a policy will require the development of one or more processes. These processes become reality by way of programs. Stated differently, the activities within programs bring process to life. |
Processes are very important to business operations. They are a sequence of logically related activities, tasks, or procedures with one or more goals that lead to a particular outcome.
